  17. <p>     The idea of a federally mandated seven-day waiting period for
  18. the purchase of handguns has cleared a major hurdle, setting the
  19. stage for the legislative equivalent of the gunfight at the O.K.
  20. Corral.
  21. </p>
  22. <p>     Advocates of gun control strongly back the so-called Brady
  23. bill, which allows for checks on the buyer's criminal and
  24. emotional history. The measure is named for former White House
  25. press secretary James S. Brady, who was disabled by a handgun
  26. fired at President Reagan in 1981. The National Rifle
  27. Association claims the law would deprive citizens of their right
  28. to bear arms.

  30. <p>     Though a similar bill was defeated on the House floor in
  31. 1988, the House Judiciary Committee last week voted 23 to 11 to
  32. approve it. The showdown comes on the House floor next week. Two
  33. prominent N.R.A. life members have greatly enhanced the bill's
  34. chances: Ronald Reagan endorsed it last month, and President
  35. Bush has said he would not veto the plan if it became part of
  36. his omnibus anticrime package.
